This collection, spanning 60 cartons, 7 Hollinger boxes, and 4 oversize boxes, from mostly 1990s to 2013, chronicles the Malibu Township Council's leadership in the city's 1991 incorporation and its subsequent governance. The materials provide in-depth documentation of land-use planning, environmental preservation efforts for the Malibu Creek Watershed, and community responses to local natural disasters. Included are administrative files, maps, and legal records, alongside audiovisual media such as community meeting videos and local news segments.

Biographical / Historical
Incorporated on January 2, 1947, the Malibu Township Council (MTC) was established as a volunteer civic organization to protect the unique coastline and mountain environment of Malibu from urban expansion. Before Malibu achieved official cityhood, the MTC acted as the primary representative for residents, famously leading successful opposition against a proposed coastal freeway and a massive regional sewer project. These early battles solidified the MTC’s reputation as a dedicated protector of Malibu's rural identity, prioritizing environmental preservation over high-density development.
The Council’s most significant contribution was its leadership in the drive for independence, providing the foundational vision and funding for the Malibu Committee for Incorporation, which led to the city's founding in 1991. Following incorporation, the MTC transitioned into a civic watchdog role, monitoring city governance and land-use decisions. The organization continues to represent both city and canyon residents, ensuring that the original "township" philosophy of rural living remains a cornerstone of local policy.

Immediate Source of Acquisition
Collection was donated by Jo Ruggles on two seperate ocassions, with the majority transferred in 2015 and a small addition in 2018.
Separated Materials
Materials from this collection were seperated to created the Mary Frampton Papers (Collection no. 0170).
Processing Information
The collection was arranged and described starting in 2021 by Brendan Morris (completing the first series and part of the second), with Chris Miehl and Julianna Thomas finishing processing in December 2025.
